is said that the Police at Maono are well acquainted with this

man's character but that me aetion is taken for want of specific

proof of the charges against him. If this is so I would ven- ture to suggest to Your Hoellency that the hospitality of Kacao might well be denied to a person suspected of such

zefarious practices.

In the course of investigations by the Captain Superintendent of Police into the presence of pirates in and

around the Delta of the Kwangtung Province it appears that there is reason to belive that the islands of Wong Kam and

Celowan are still used as refuges by pirates; and I would ask

Your Excellency to take measures to prevent these places and

Macao being used in this manner. I am aware of the difficulties

in connection with Wong Kan the Portuguese jurisdiction over which is not recognised by China. Perhaps the present serious

condition of piracy in and around the Delta may furnish grounds

for settling this question,

In conclusion I bag to assure Tour Excellency that I do not wish to throw the wheleresponsibility for the

"Tai On" disaster upon the Goverment of Yaozo. It is establish-

ed that one of the ringleaders in the plot was resident in this

Colony. By efforts are unceasing to prevent this Colony being

used as a base or as a refuge by robbers and pirates. Ty

difficulties, like yours, are enhanced by the untrustworthiness

of Chinese Police as a class. All I ask in Your Excellency' ■

sarvest co-operation in suppressing as far as in our power lies a scourge which preys at once upon the trade and upon the good

name of the Colonies entrusted to our governance.
